Learning to read by the end of third grade is the gateway to lifelong success. That’s why Ohio established a comprehensive K-3 reading policy in 2012 called the Third Grade Reading Guarantee. The Guarantee ensures a comprehensive literacy approach starting as early as Kindergarten, so all students read on grade level by the end of third grade.
