Federal Law: The Every Student Succeeds Act (ESSA)

ExcelinEd was pleased to support the bipartisan conference agreement on S. 1177, the Every Student Succeeds Act (ESSA), because it acknowledges this new state role in education reform and reflects many of the key principles ExcelinEd has long championed.

Looking forward, ExcelinEd will engage in the U.S. Department of Education’s implementation of the new law. We will ask that the Department ensure that its rulemaking remain consistent with the bipartisan intent of the legislation: reducing the federal role in education and providing more authority to states and school systems to develop and adopt innovative approaches to accountability for the performance of all students.

How ExcelinEd Can Help

States face an incredibly complex transition filled with both opportunities and potential perils. Over the coming months, ExcelinEd is available to help states set the stage for new opportunities and prepare to tackle new challenges. This includes:

  • Providing summaries of the new legislation and answering technical questions related to accountability system design and the transition from waivers to those new accountability systems;
  • Identifying ways that new federal funds can support state reforms in areas including K-3 reading, college and career readiness and digital learning;
  • Supporting state efforts to participate in the U.S. Department of Education’s rulemaking and implementation of ESSA; and
  • Supporting state efforts to preserve rigorous standards and assessments and strong accountability systems during the transition to the new law.
